PPP projects in transport, construction, industry and trade, and agriculture to be compiled and released soon.
Deputy Prime Minister Hoang Trung Hai issued guidelines on December 12 for a number of ministries to compile lists of investment projects in the form of Public - Private Partnership (PPP). He asked the Ministry of Transport, the Ministry of Construction, the Ministry of Industry and Trade, and the Ministry of Agriculture and Rural Development to proactively revise its lists of PPP projects as these four sectors have potential for such projects.
The Ministry of Transport is to select highway, railway, seaport and airport projects, the Ministry of Construction will select solid waste disposal, waste water, and urban water supply projects, the Ministry of Industry and Trade will select energy and wholesale market projects, and the Ministry of Agriculture and Rural Development will select rural water supply, irrigation, pumping station, storage, planting, and submerged forest projects.
The Deputy Prime Minister asked ministries to guide their respective fields locally to ensure the implementation of PPP projects in a unified manner. Inspections are to be made annually to identify and remove any difficulties or obstacles in the implementation of PPP projects, especially their financial model.
Funds to support the preparation of PPP projects are in place. Deputy Prime Minister Hai said that project preparation is very important to the success of any project. Thus, the Ministry of Planning and Investment is asked to coordinate with ministries and select projects with a high probability of success. When investors are selected it is necessary to implement cost recovery in project preparation to invest in other potential PPP projects.
The Deputy Prime Minister also directed the Ministry of Planning and Investment to check on the progress of implementing PPP projects in the Ministry of Industry and Trade and the Ministry of Transport in 2015 and to report back to the Prime Minister.
