Hanoi directs greater focus on land inspections

Land use scheme adopted by capital to ensure more thorough inspection of land use issues.

Hanoi plans to carry out the inspection and handling of land management and use at all levels from 2016-2020.

In 2017 the Hanoi Department of Natural Resources and Environment will partner with the city’s inspectorate to organize inspections of administrative procedures regarding land use at two district-level units.

The inspectorate will cooperate with the Department of Justice, the Department of Home Affairs and related authorities to check on administrative land formalities at the Department of Natural Resources Environment and five district-level units.

In 2018 the city plans to focus more on industrial zones. The Department of Natural Resources Environment will guide and coordinate with the Hanoi Industrial Zones Authority (HIZA) and other agencies to organize inspections of land management and use at three to five industrial zones.

In 2019 the plan will implement inspections of land management and use outside of industrial zones. The Department of Natural Resources and Environment will host and coordinate with concerned agencies and units to organize inspections of 20 establishments and economic groups that use land for commercial, service and business purposes that show signs of violating the Land Law.

In 2020, the plan involves the legal observance of land laws in land management and its use for cultivation. The city inspectorate will host and coordinate with the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development to organize inspections with concerned agencies at the city level and five units at the district level.

Inspection and handling violations regarding land management and use will be reported annually to the City People’s Committee by departments and people’s committees in every district, commune and ward.

Previously, the Prime Minister approved a scheme to “Strengthen the Handling of Violations in Land Management and Use to 2020”. The objective is to implement solutions to overcome difficulties, improve detection, and resolve all violations in land management and use, bolstering the effectiveness of land laws and preventing violations nationwide. Inspection authorities include the General Department of Land Management and the Departments of Natural Resources and Environment in all cities and provinces.

In addition, Prime Minister Nguyen Xuan Phuc has released a national land use rights plan for all cities and provinces, the Ministry of National Defense, and the Ministry of Public Security. He also allocated land in Hanoi for urban planning in 2020, which includes 174,429 ha of agricultural land, 159,716 ha of non-agricultural land, and 63,468 ha of urban land.
