Scheme conducted to 2020 to ensure full inspection of land management and use around the country.

The Prime Minister has recently approved a scheme to “Strengthen the Handling of Violations in Land Management and Use to 2020.”

The objective of the scheme is to implement solutions to overcome difficulties, improve detection, and resolve all violations in land management and use, bolstering the effectiveness of land laws and preventing violations nationwide.

Inspection authorities include the General Department of Land Management and Departments of Natural Resources and Environment in cities and provinces.

The Prime Minister requested inspections this year of land held by the Ministry of Natural Resources and Environment (MoNRE) in 30 cities and provinces. The scheme is to focus on legal observance in land management by people’s committees in certain districts and communes. MoNRE will guide local authorities and organize inspections in six provinces: Phu Tho, Ha Tinh, Khanh Hoa, Lam Dong, Binh Phuoc, and An Giang. Provincial People’s Committees will also organize inspection teams to check at least five units at the district level and two units at the commune level and will report to the Prime Minister.

In 2017 the scheme will inspect administrative procedures for land use at all levels. MoNRE will provide guidance, hold training courses, and organize inspections in six cities and provinces: Hanoi, Vinh Phuc, Thanh Hoa, Gia Lai, Ba Ria Vung Tau, and Ben Tre. Provincial People’s Committees will organize inspections of administrative procedures in land use at their Department of Natural Resources Environment and five units at the district level and report to MoNRE.

The scheme will then focus on the inspection of land management and use at industrial zones and economic zones in 2018. MoNRE will guide and directly organize inspections in six cities and provinces: Thai Nguyen, Bac Ninh, Binh Dinh, Dong Nai, Ho Chi Minh City, and Can Tho. Provincial People’s Committees will organize inspections of land management and use at three to five industrial zones and economic zones.

The scheme will improve the inspection of land management and use outside of industrial zones. MoNRE will again provide guidance and training for local authorities and inspect six provinces: Bac Giang, Hai Duong, Ha Nam, Nghe An, Binh Duong, and Tay Ninh. Provincial People’s Committees are to organize inspections of 20 establishments and report back to MoNRE.

In 2020 the scheme will inspect legal observance of land laws in land management and use for cultivation. MoNRE will provide guidance and training courses for local authorities and inspect six provinces: Hung Yen, Thai Binh, Ninh Binh, Quang Ngai, Long An, and Hau Giang. Provincial People’s Committees are to organize inspections of land management and use for cultivation in five districts.
