The province is seeking suitable investors for its administration center project.
The government has agreed to the planned construction of the Hai Duong administration center, which will be implemented via the built-operate-transfer model (BOT) without digging into the state budget. The administration center of Hai Duong province is expected to have a total investment around VND2 trillion ($93 million) with an area of 19.15 hectares.
Prime Minister Nguyen Tan Dung called on the Hai Duong People's Committee to collect the opinions of the ministries, strictly manage state assets to pay back BOT contracts and select suitable investors.
After completion, the center will centralize 19 state agencies and authorities of the province. The center will have five zones, including the headquarters of the people's council, parliamentary delegates, and a conference center, with other infrastructure of roads, trees, squares, a parking area, and outdoor and service areas.
BOT is the choice of many provinces throughout the country. Previously Ho Chi Minh City, Da Nang, Lam Dong, Dong Nai, Binh Thuan and Khanh Hoa have all constructed administration centers under the model.
