Applications take around five days to process with a fee of $6.
Early on the morning of November 3 a number of drivers queued up to receive an international driving permit, with 37 applications having been lodged with the Department of Driving Permits at the Directorate for Roads of Vietnam prior to the November 3 implementation date.
Procedures are quite simple, taking just a few minutes and the paying of a VND135,000 ($6) fee, with an appointment then arranged.
“I often go on business trips in Southeast Asia and using public transport or taxis is inconvenient,” said Mr. Tran Thanh Binh, one of the first applicants. “With an international driving permit I can rent a car in the foreign country, which makes getting around a lot easier.”
According to Mr. Nguyen Van Quyen, Deputy Director of the Directorate for Roads of Vietnam, the agency is the only body able to issue international driving permits at the moment. Provinces will need to wait a few months before being able to do so because the necessary equipment is still being prepared, at a cost of $17,924 each.
Drivers in provinces needing an international driving permit can submit applications at local Departments of Transport, who will forward it to the Directorate for Roads of Vietnam. A delivery fee applies, with a turnaround time of around 12 days.
Direct applications have a turnaround time of five days or perhaps even less, depending on the number of applications being processed.
