PM issues decree allocating specific tasks to ministries and agencies.
Prime Minister Nguyen Xuan Phuc has signed Decree No. 19 on solutions to improve the business environment and enhance Vietnam’s competitive capacity from 2016 to 2017 with a vision to 2020.
This is the third consecutive year the government has issued a decree on improving the country’s business environment.
Leaders held responsible
The decree requested that all the ministers and chairpersons of cities and provinces take responsibility for the results of Decree No. 19. The action plan for the decree must be implemented prior to May 30.
Before June 30 all local authorities must publish administrative procedures that are to be standardized.
Leaders at authorities and ministries must address all requests from the people and enterprises, with the internet and postal services being used to complete administrative procedures.
Any leader creating problems for enterprises and the people will be strictly punished.
Eliminating unreasonable requirements
The government assigned the Ministry of Planning and Investment (MPI) to issue guiding circulars on implementing the Law on Investment and Law on Enterprises.
MPI will cooperate with the Ministry of Justice to review and eliminate any unsuitable stipulations relating to the business environment.
The Ministry of Finance (MoF) must apply information technology on 95 per cent of the processes involved in filing tax declarations, paying taxes, and issuing tax refunds. It must also ensure that all complaints regarding taxes are resolved.
MPI will cooperate with related agencies to provide automated tax codes to enterprises and apply information technology on managing imports and exports goods to ensure links with ministries, Vietnam Customs, and related agencies.
The Ministry of Industry and Trade (MoIT) is to change the inspection and management of energy efficiency labeling and extensions to the time customs clearance is available.
Construction and transport
The Ministry of Construction must reform the issuing of construction licenses and apply information technology to reduce the time taken.
The Ministry of Transport and MoF must amend legal documents to ensure transparency in transport charges and extra charges and take measure to prevent arbitrary transportation fees being imposed.
More forums to seek opinions
The government asked the Office of the Government to open forums to collect opinions from enterprises and the people.
The efforts of ministries in implementing the decree will be assessed at the annual meeting of the government.
