More senior officials disciplined

Disciplinary measures imposed against former Minister of Information and Communications Nguyen Bac Son and former Chairman of Da Nang City Tran Van Minh on October 4.

At its 8th plenum, which took place between October 2 and 6, the 12th Communist Party of Vietnam (CPV) Central Committee on October 4 reviewed and decided to take disciplinary action against Nguyen Bac Son, former member of the Party Central Committee (10th and 11th tenures), former Secretary of the Party Committee, and former Minister of Information and Communications, and Tran Van Minh, former member of the Party Central Committee, former Deputy Head of the Party Central Committee’s Personnel Commission, former Vice Secretary of the Da Nang City Party Committee, and former Chairman of the City’s People’s Committee.

Son was removed from his positions as a member of the 11th Party Central Committee and Secretary of the ministry’s Party Committee for the 2011-2016 tenure. Minh, meanwhile, was expelled from the Communist Party of Vietnam.

According to the inspection conclusion made by the Party Central Committee’s Inspection Commission during its meeting between May 28 and 30, Son was responsible for serious violations in the purchase of the Audio Visual Global (AVG) company by the State-owned MobiFone communications group. The deal was concluded to have caused losses of more than VND7 trillion ($311 million) to the State budget when AVG was bought at a much higher price, VND8.8 trillion ($350 million), than its true value.

He was found to have wrongly signed several documents involving the purchase, including a proposal to the Prime Minister suggesting it. His negligence during the negotiation process also led to several serious violations.

In relation to the AVG purchase, the Politburo issued a warning on July 12 as a disciplinary measure against Truong Minh Tuan, member of the Party Central Committee, Secretary of the Party Committee of the Ministry of Information and Communications (MIC), and Minister of Information and Communications, who had to bear responsibility for violations and wrongdoings committed by the ministry’s Party Committee for the 2011-2016 term when he was serving as a member of the Party Committee of the MIC and Deputy Minister.

Tuan allegedly violated the principle of democratic centralism and working regulations and showed a lack of responsibility and inadequate leadership when tasked with directing the implementation of the project on the purchase of 95 per cent of AVG by MobiFone. He also signed Decision No. 236/QD-BTTTT dated December 21, 2015 approving the project, as well as a number of related documents that went against regulations, including documents beyond his assigned duties.

Minh was arrested in mid-April after being accused of breaching regulations in managing and using State assets that caused losses and waste, and violations in land management in the city.

He was allegedly involved in the case of Phan Van Anh Vu, who was being investigated for the same charge of mismanagement and misuse of State assets. A court earlier sentenced Vu to nine years in jail for deliberately disclosing State secrets.
