President Truong Tan Sang opens proceedings at Party Congress XII, which will continue until January 27.
National Party Congress XII officially opened on January 21.
There are 1,510 delegates representing over 4.5 million members of the Communist Party of Vietnam attending the congress, according to Mr. Le Hong Anh, Politburo Member and Member of the Party Secretariat. All were recognized as representatives at the preparatory meeting for the Party Congress held yesterday.
President Truong Tan Sang made an opening address, followed by Party General Secretary Nguyen Phu Trong presenting a report from the Central Committee of the Communist Party in the 2011-2015 term.
A draft of the report was released previously and public opinion sought. The draft noted that over the last five years, despite the many difficulties, the economy continued to grow. Politics and society were enhanced and the country’s sovereignty secured.
However, a number of socioeconomic targets were not reached, some of which are important for the country becoming an industrialized country by 2020, the final report stated.
After listening to the report from the General Secretary, the Party Congress is to hear a review from the leadership of the Central Committee of the Communist Party XI in the 2011-2015 term.
From the afternoon of January 23 to January 24 the Congress will spend the majority of its time on personnel matters, such as researching and preparing personnel for the Central Committee of the Communist Party XII in the 2016-2020 term.
On January 25 a list of candidates for the Central Committee of the Communist Party in the 2016-2020 term will be released. If any candidate wishes to withdraw from the list, such requests will be considered.
On January 26 the election of the Central Committee of the Communist Party XII will be conducted, with results expected to be announced on the same day.
On January 27 the Central Committee of the Communist Party XII will hold its first meeting to vote on Politburo members, the General Secretary, the Secretariat, the Central Inspection Committee, and the Head of Central Inspection Committee.
According to Mr. Hong Anh, the Central Committee of the Communist Party XII has three age categories: candidates under 50 years of age will account for 15 to 20 per cent, candidates from 50 to 60 years of age will account for 65 to 70 per cent, and candidates of 60 years of age or older will account for 5 to 10 per cent.
The number of female officials is targeted to account for over 10 per cent (the number in the Central Committee of the Communist Party XI was 8.13 per cent), young officials under the age of 40 are expected to account from 4 to 6 per cent (from 2.2 per cent), and ethnic minority officials are to account from 9-10 per cent (from 8.75 per cent).
The Central Committee of the Communist Party XII is also expected to include a number of scientists, artists, and leaders from large State-owned enterprises. The participation of the latter is a new concept in the personnel structure of the Central Committee of the Communist Party XII.
