PM orders stricter management of military land

Prime Minister calls for those breaking land laws to be punished.

Prime Minister Nguyen Xuan Phuc has called for strict punishment of organizations and individuals who commit violations in military land use and management.

He ordered that those who commit violations in handing over, leasing land, switching land use purposes and land registration, and granting of land certificates be punished strictly.

Tough punishments must be imposed on heads of organizations and units that loosen management of land encroachment, transfer, illegal land use changes, and unauthorized land handovers.

Land auctions must follow regulations, especially the auction of “golden land”, to avoid waste of the State budget and corruption.

The Ministry of Defense has been assigned to work with the Government Inspectorate, the Ministry of Natural Resources and Environment (MoNRE), and the people’s committees of cities and provinces at the central level to review and investigate the management and use of defense land nationwide.

Any violations such as illegal use, lease, or encroachment of defense land must be dealt with. Heads of organizations and units involved in violations will also be fined. Investigation results must be reported to the Prime Minister no later than November 30 this year.

Authorized agencies have been asked to review the use of agricultural land donated for clinics, markets, community houses, and other public places. They also have plans to relocate people out of dangerous areas.

The Government Inspectorate, MoNRE, and people’s committees have also been asked to address prolonged land disputes, lawsuits, and denouncements and propose solutions.

The Prime Minister also urged the setting up of a land database to reduce administrative procedures and better serve the people and enterprises in accessing land for investment and business projects.

He required chairpersons of cities and provinces at the central level compile and issue detailed regulations on the implementation of the Land Law and make amendments or remove expired or inappropriate regulations, or ask competent agencies to do so.
