Unemployment insurance, investor selection, the one-stop shop mechanism, and a pilot on online social insurance transactions subject to new government policies.
New policies on unemployment insurance, investor selection, and the one-stop shop mechanism will come into effect in May.
The government issued Decree No. 28/2015/ND-CP dated March 12, 2015, guiding the implementation of certain articles of the Law on Employment.
Employers will be provided with financial assistance to a maximum of VND1 million per employee per month to cover expenses for training and improving workplace skills.
To be eligible for the financial support, employers must fully meet the following conditions:
- Having fully paid unemployment insurance premiums for applicable workers for at least 12 consecutive months as at the time support is requested;
- Facing difficulties due to economic recession or other force majeure causes, compelling them to undergo restructuring or change production and business technologies;
- Lacking funds for organizing training and re-training to improve occupational skills for workers;
- Having a plan on training and re-training to improve occupational skills, approved by an authorized State agency.
The duration of support for training and re-training to improve occupational skills must comply with the approved plan but must not exceed six months.
Government Decree No. 30/2015/ND-CP dated March 17, 2015 guides the detailed implementation of the Law on Bidding regarding investor selection.
The Decree will be applied to public-private partnership (PPP) projects and projects using land of high commercial value specified in the list approved for construction in urban areas and new urban centers, commercial housing construction, and multipurpose complexes that are not PPP projects.
National occupational certificates
Decree No. 31/2015/ND-CP on the detailed implementation of certain articles of the Law on Employment covers regulations on the conditions, assessment, and granting of national occupational certificates.
The Decree also includes a list of jobs that directly affect the safety and health of workers and the community.
Prime Minister Nguyen Tan Dung has signed Decision No. 09/2015/QD-TTG0020 promulgating a regulation on the implementation of one-stop-shop (OSS) and inter-level OSS mechanisms in State administrative agencies at the local level.
The regulation contains definitions and processes and the agencies responsible for deploying the mechanisms.
The Receiving and Returning Unit (RRU) is the focal point of contact, providing instructions on administrative procedures, accepting portfolios lodged by individuals and organizations and forwarding them to related agencies for processing, then receiving the results and returning such to individuals and organizations.
Piloting of online social insurance transactions
According to Decision No. 08/2015/QD-TTg on a pilot for online social insurance transactions, State enterprises and agencies and non-business units and organizations are allowed to carry out online registration of social, health and unemployment insurance and apply for the granting of social insurance books and health insurance cards.
The move also allows insurance-covered employees to view their insurance transaction results online, simplifying procedures for employees and employers.
Under the new regulation, online insurance transactions will be conducted through the e-portal of Vietnam Social Security or websites of e-transaction service providers in the field of social insurance.
