Policy dialogue a cooperative effort between the ASEAN Secretariat, MoLISA, and GIZ.
The ASEAN Secretariat, the Ministry of Labor, Invalids and Social Affairs (MoLISA), and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) are co-hosting the “Regional Policy Dialogue on Technical and Vocational Education and Training Personnel” on April 22-23 in Hanoi.
The meeting aims at promoting expert exchanges between relevant bilateral and regional partners with actors from German development cooperation and thereby lay the foundations for future cooperation, building a basis for technical dialogue and working groups on topics regarding technical and vocational education and training (TVET) personnel and agreeing on future milestones and next steps.
Constant harmonization efforts are crucial and require new and innovative formats for regional exchange, collaboration and knowledge sharing on the road towards further integration within the ASEAN region. The Regional Policy Dialogue offers the opportunity to participate in a new format for intensified exchanges and discussions on challenges and opportunities for TVET personnel. The Dialogue comprises two major components: the first day provided a platform for stakeholders to exchange information on issues of regional economic and social integration and TVET personnel, which is to be followed on the second day by the introduction of the “Regional Cooperation Program to Improve the Training of TVET Personnel” (RECOTVET) program and the holding of three technical working groups. These working groups will take up and continuously work on the following topics over subsequent months: 1) Regional Common Standards for TVET Personnel; 2) Challenges and Opportunities for the Implementation of the ASEAN Qualification Reference Framework (AQRF) with respect to TVET Personnel; and 3) Regional and National Best Practices for TVET Personnel Qualification. The workshop is facilitated by the new RECOTVET program, to encourage and strengthen regional harmonization and quality improvements to TVET in Southeast Asia.
RECOTVET is being implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The RECOTVET Regional Policy Dialogue targets senior officials from the Education and Labor Ministries of ASEAN member states as well as relevant regional stakeholders from the ASEAN Secretariat, SEAMEO, the UNESCO Regional Office in Bangkok, the Regional Cooperation Platform on Teacher Education in South East Asia, and actors from German development cooperation, including TVET experts from Germany. The meeting is the first of a series of regional events on TVET in which RECOTVET will either contribute to or facilitate.
