Resolution identifies major solutions to improve national competitiveness

Government issues Resolution No. 02 and certain tasks to improve the business environment and national competitiveness in 2020.

The government has issued Resolution No. 02/NQ-CP on continuing to carry on with primary tasks and solutions to improve the business environment and enhance national competitiveness in 2020.

Under Resolution No. 02 dated January 1, 2020, implementation needs to continue in general and concrete targets set towards 2021 on continuing tasks and solutions.

In 2020, efforts must continue to improve the business environment, with rankings in the World Bank’s “Ease of Doing Business” to rise ten levels, competitiveness in the Global Competitiveness Index (GCI) from the World Economic Forum (WEF)) to rise five levels, innovation under the Global Innovation Index (GII) from the World Intellectual Property Organization (WIPO)) to rise three or four levels, and E-government rankings from the UN to rise 10-15 levels.

The Resolution stated that the seven main tasks and solutions to improve the business environment and enhance national competitiveness in 2020 include: ministries, branches, and localities to continue to implement consistently and effectively the tasks and solutions within specific targets set out in Resolution No. 02/NQ-CP; ministries assigned to act as the focal point to monitor sets of indicators and ministries and agencies assigned to assume prime responsibility for index groups and component indexes; continue to improve the scores and rankings of business environment indicators; reform regulations on business conditions; continue to implement comprehensive reforms in management and specialized inspections and connections of the National Single Window and the ASEAN Single Window; promote cash-free payments and provide Level 4 online public services; and develop an ecosystem of innovation and support and encourage startups.

Other tasks also need to be implemented, including continuing to improve rankings of business environment indexes, reform regulations on business conditions, reduce the list of specialized inspection items by 50 per cent, and boost cashless payments.
