A breaking ground ceremony was held on May 10 for a project to upgrade National Highway No. 10 from Quan Toan Bridge to Nghin Bridge in northern Hai Phong city, which will have total investment of over VND2.8 trillion ($130.2 million) and be conducted under the build-operate-transfer (BOT) form.

Work on the project will begin at Km25+500 on National Highway No. 10, which is located at the end of Quan Toan Bridge, and will end at Km 58+200, where the road reaches Nghin Bridge, which is also the border between Hai Phong and Thai Binh province. The upgrades will total 30.5 km of road, building four lanes that will allow speeds of 60-80 km/h, ease congestion, and reduce traffic accidents, and pass briefly through neighboring Hai Duong province.

Speaking at the breaking ground ceremony, Minister of Transport Dinh La Thang said the project will play an important role in linking Hai Phong and other provinces in the Red River Delta, despite only 30 km of road being upgraded.

He also suggested the Hai Phong People’s Committee focus efforts on site clearance compensation and the resettlement of local people. “The investors must cooperate with the People’s Committee, related departments, and local people, and monitor progress to ensure the project is finished within 18 months,” he said. “Upon completion it will contribute to local socio-economic development and facilitate transport.”

The project is consistent with overall planning and development in transport and will boost economic growth and ensure social security and national defense.

The project’s investors are the Tasco Joint Stock Company and the Transport Engineering Consultant Joint Stock Company No. 2.

National Highway No. 10 is one of the most important routes in the northern coastal area and connects economic centers, major political localities, and industrial parks by linking local provinces with key routes such as National Highways No. 5, 37, 39, and 21, the Hanoi - Hai Phong Expressway, and provincial roads.
